BAPTISM OF THE HOLY GHOST (by benaiah juma) (Edited 4th August 2017).
The concept of baptism of the Holy Spirit refers to the infilling of the Holy Spirit. When we say a person has been baptized by the Holy Spirit, we mean that a person is fully filled with the spirit of our lord and savior Jesus Christ. Receiving the Holy Ghost and baptism of the Holy Ghost are two separate things. Receiving the gift of the Holy Spirit occurs during conversion when a person hears the word of God accepts the truth through conviction of the Holy Ghost and repents from his wicked ways, then he or she may be baptized in water and he or she may choose to follow Jesus Christ in truth and spirit till his or her last day on planet earth.

On the other hand baptism of the Holy Ghost means to be filled with the holy ghost which can only be achieved through righteousness and living a life that is comforting to the spirit of God. People believe baptism of the Holy Spirit is evidenced through speaking in tongues, but you never know what the spirit is speaking through the believer. The Holy Spirit May may be telling the believer to quit from a particular sin which he or she is doing.

The Holy Spirit dwells in an environment of righteousness, the word of God tells us not to grieve the Holy Spirit. If you have the spirit of God and you are sinning whether you are speaking in tongues or you are a powerful prophet, the holy spirit of God will be quenched and you cannot claim to be baptized in the holy spirit which is being spirit filled. Baptism of the Holy Ghost can occur only through righteousness. For the word of God tells us that the evidence of the spirit of God is in us is through living a Godly life in Christ Jesus.
Rom 8:8  So then they that are in the flesh cannot please God.
Rom 8:9  But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.
Rom 8:10  And if Christ be in you, the body is dead because of sin; but the Spirit is life because of righteousness.

Baptism of the Holy Ghost is carried out by the lord Jesus Christ. Jesus Christ is the one who fills believers with His Spirit. John's baptism, was a baptism of repentance and preparing the way of the lord Jesus Christ.
Luk 3:16  John answered, saying unto them all, I indeed baptize you with water; but one mightier than I cometh, the latchet of whose shoes I am not worthy to unloose: he shall baptize you with the Holy Ghost and with fire:

Joh 1:33  And I knew him not: but he that sent me to baptize with water, the same said unto me, Upon whom thou shalt see the Spirit descending, and remaining on him, the same is he which baptizeth with the Holy Ghost.
Joh 1:34  And I saw, and bare record that this is the Son of God.

When the Spirit of God enters a person, the person will receive the gifts of the Holy Spirit. Some people will be to speak in diverse tongues as the Spirit of God enables them, some will be able to prophecy while others will be good at teaching or preaching convicting sermons that may lead sinners to come to Jesus Christ or anything that is good and profitable to the kingdom of God.
Joel 2:28  And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:
Joel 2:29 And also upon the servants and upon the handmaids in those days will I pour out my spirit.

NEW TESTAMENT FULFILLMENT OF THIS PROPHECY:
Joh 1:26  John answered them, saying, I baptize with water: but there standeth one among you, whom ye know not;
Joh 1:27  He it is, who coming after me is preferred before me, whose shoe's latchet I am not worthy to unloose.
Joh 1:28  These things were done in Bethabara beyond Jordan, where John was baptizing.

Joh 1:29  The next day John seeth Jesus coming unto him, and saith, Behold the Lamb of God, which taketh away the sin of the world.

Joh 1:30  This is he of whom I said, After me cometh a man which is preferred before me: for he was before me.
Joh 1:31  And I knew him not: but that he should be made manifest to Israel, therefore am I come baptizing with water.

Joh 1:32  And John bare record, saying, I saw the Spirit descending from heaven like a dove, and it abode upon him.

Jesus emphasized the importance of being baptized in the Holy Spirit.
The Holy Spirit enables Christians to represent the lord Jesus Christ here on earth. Without the Holy Spirit you cannot stand diverse temptations when carrying out the works of God. The Holy Spirit enables Christians to reach out to the lost through preaching and any other way possible without fearing opposition or rejection.
Act 1:8  But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.

Act 2:1  And when the day of Pentecost was fully come, they were all with one accord in one place.
Act 2:2  And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
Act 2:3  And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
Act 2:4  And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.

Receiving the Holy Spirit upon conversion and being baptized in the Holy Spirit are two separate and distinct experiences. The disciples received the Holy Spirit on the day of Christ's resurrection for the New Testament experience of salvation.
Joh 20:21  Then said Jesus to them again, Peace be unto you: as my Father hath sent me, even so send I you.
Joh 20:22  And when he had said this, he breathed on them, and saith unto them, Receive ye the Holy Ghost:

How to Recieve the Holy Ghost
Act 2:38  Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Act 2:39  For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.

After repenting and receiving Jesus Christ as your Savior, you are eligible to receive the Holy Spirit. Peter denied Christ three times before receiving the baptism of the Holy Spirit, but on the day of Pentecost he had power and boldness to preach to the multitudes and 3000 were born again. Philip, one of the early deacons, went down to Samaria and had a citywide revival. People were healed and demons were cast out. People received Christ as Savior and were baptized in water.

Now when the apostles who were at Jerusalem heard that Samaria had received the word of God, they sent Peter and John to them, who, when they had come down, prayed for them that, they might receive the Holy Spirit.
We have Paul receiving Jesus on the road to Damascus. He often referred to the Damascus Road experience as his conversion experience. However, he did not receive the baptism of the Holy Spirit until three days later when Ananias laid hands on him.
Act 9:17  And Ananias went his way, and entered into the house; and putting his hands on him said, Brother Saul, the Lord, even Jesus, that appeared unto thee in the way as thou camest, hath sent me, that thou mightest receive thy sight, and be filled with the Holy Ghost.
